Anti-Immigrant Group Urges Undocumented to go to San

An anti-immigration group called ProjectUSA is trying to raise money to put up billboards in New Jersey that direct undocumented migrants to move to Cambridge, MA. This is the group's heavy-handed reaction to the Cambridge City Council, which in May re-declared Cambridge a sanctuary city for the undocumented and urged a moratorium on federal immigration raids, at least until Congress settles on immigration reform. Cambridge has been a sanctuary city for immigrants since 1985, but decided to renew its status this spring by issuing a city council order in light of comprehensive immigration reform and increased workplace raids targeting the undocumented and employers.
 
ProjectUSA uses what it calls a "Billboard Democracy Campaign" that advertises the immigration actions of members of Congress to their constituents. The Cambridge billboard reads "Cambridge. Above your laws. Above you." On the web site of ProjectUSA, the group urges the undocumented to leave New Jersey for Massachusetts and even offers to buy them bus tickets. "When you arrive as an illegal alien in Boston," the site intones sarcastically, "you must get to Cambridge as quickly as possible. The city of Cambridge has announced it will protect you from the inhumanity, injustice, and immorality of America." The group has said it may billboard other sanctuary cities.

The Politics of U.S. Citizenship

Sunday, July 2nd, Elizabeth Llorente a staff writer for The Bergen Record, in Hackensak, New Jersey reported on the proposal drafted by Representative Nathan Deal (R-Georgia) that seeks a Constitutional amendment to deny automatic U.S. citizenship to all babies born to illegal immigrants in the U.S. Representative Deal argues that automatic citizenship for these babies rewards the lawbreaking parents and encourages illegal immigration. The proposal is also rooted in the argument that the 14th Amendment was intended to give birthright citizenship to freed slaves only, not the babies of people who live here illegally. While the proposal failed to win inclusion in the House immigration reform bill that was passed in December 2005, it still has more than 70 co-sponsors. Combine the mood in Congress for tough immigration enforcement measures, the upcoming elections, and the number of those eligible to vote …. and the issue of U.S. citizenship becomes politicized.

The U.S. has historically embraced the principle of “jus solis”, that a person is granted citizenship through place of birth, rather than “jus sanguinis” - the principle that a person's nationality at birth is the same as that of his natural parents. The U.S., Canada, Mexico and other Latin American countries follow variations of “jus solis” or birthright citizenship while many countries, including European countries, base a baby's citizenship on that of the parents. The 14th Amendment, Section 1, states: “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.”

'SKIL Bill' Introduced in the House & Immigration Politics

On June 30th in Washington, D.C. the The American Immigration Lawyers Association (AILA) commended the introduction of the "SKIL Bill" by Representative John Shadegg (R-AZ) to reform both the H-1B visa and employment based (EB visa) green card processes. ‘The SKIL Bill’, if passed, would implement programs to assist U.S. employers hire highly educated foreign talent.

The bill is cosponsored by Representatives John Campbell (R-CA), K. Michael Conaway (R-TX), John T. Doolittle (R-CA), Jeff Flake (R-AZ), Peter Hoekstra (R-MI), Michael McCaul (R-TX), Mike Pence (R-IN), John Shimkus (R-IL) and Todd Tiahrt (R-KS). Its introduction in the House is a positive sign that both the U.S. Congress and the Administration are serious about correcting the growing competitiveness crisis for the United States.
